최근 부산국제영화제 출품작에 대한 사전 검열 논란이 일고 있는 가운데 베를린 국제영화제 등 해외영화제 집행위원회가 잇따라 '부산 국제영화제의 독립성'을 지지하고 나서 주목된다.

부산국제영화제 독립성지키기 영화인 비상대책위원회는 4일 해외 영화제 집행위원장들이 보내온 '독립성 지지 표명 전문'을 공개했다.

로테르담국제영화제 루트거 볼프슨 집행위원장은 최근 부산에서 일어난 사태를 긴밀히 주시하고 있다면서 영화제 조직 위원장이 영화제 프로그램에서 특정 영화의 상영 취소를 요구하는 상황에 대해서 심각한 우려를 나타낸다고 밝혔다.

또 대한민국과 같이 문명화, 선진화 된 국가에서 이런 일이 있어서는 안된다고 강조했다.

베를린국제영화제 디터 코슬릭 집행위원장은 정부와 베를린 시가 공동으로 영화제를 소유하고 있고 독일 문화부 장관이 정부와 위원회를 대신해 수장 역할을 하고 있다면서 하지만 제가 위원장으로 재직했던 지난 14년 동안 프로그램 구성에 어떠한 방해를 받은 적은 없다고 밝혔다.

이어 심지어 그들이 꺼려하는 정치적인 논란거리가 되는 영화를 상영해도 영화제에 어떤 개입도 하지 않았다며 영화제와 프로그래머들의 독립성이 보장되어야 한다. 예술을 다룰 때 지켜져야 할 우선 항목이라고 전했다.

디터 코슬릭은 세계 3대 영화제 중 하나인 베를린국제영화제의 집행위원장으로 2001년부터 현재까지 이끌어 오고 있다.

비대위는 이용관 부산국제영화제 위원장에 대한 사퇴 압력이 있었다는 사실은 해외에서도 큰 논란이 되며 한국의 이미지를 크게 실추시켜다면서 부산시가 사태의 심각성을 인지하고 부산국제영화제의 독립성을 보장하겠다는 분명한 답변을 촉구한다고 밝혔다.

한편 영화진흥위원회도 최근 정권에 비판적인 영화가 상영되는 것을 막기 위해 전방위적인 통제에 들어가 논란이 일고 있다.

2일 영진위에 따르면, 영진위나 정부, 지자체가 주최·주관·지원·후원하는 영화제 등의 경우 영화상영 등급 분류를 면제받을 수 있도록 한 '영화상영등급분류 면제 추천에 관한 규정'을 개정하기로 했다.

규정이 개정되면 영화제 출품작도 영진위 외부 전문가로 구성된 9인위원회의 심의를 통과해야 상영이 가능하다.

올 초 취임한 김세훈 신임 영진위원장은 박근혜 대통령의 싱크탱크로 알려진 국가미래연구원 연구위원 출신이다.

My name is Rutger Wolfson, I’m the Director of the International Film Festival Rotterdam. We’re huge fan of Busan International Film Festival. It’s a very important festival globally. I’ve been following what’s going on Busan very closely. We’re extremely concerned that the chairman of the organization committee asked to withdraw a film from its program in a civilized society Korea this should not be the case. And we’re following this very closely.

저는 로테르담국제영화제 집행위원장 루트거 볼프슨입니다. 로테르담국제영화제는 부산국제영화제의 열광적인 팬입니다. 부산국제영화제는 국제적으로 매우 중요한 영화제입니다. 그렇기 때문에 최근 부산에서 일어난 사태를 긴밀히 주시하고 있습니다. 영화제 조직 위원장이 영화제 프로그램에서 특정 영화의 상영 취소를 요구하는 상황에 대해서 심각한 우려를 나타내는 바입니다. 대한민국과 같이 문명화/선진화 된 국가에서 이런 일이 있어서는 안됩니다. 사태를 면밀히 지켜보고 있습니다.

For a festival, independent program is incredibly important. As a festival organizer myself, I know how difficult it is to make a program, how time consuming it is, how stressful it is at the moment. It’s practically impossible to ask for a festival to share the idea of the program beforehand with any organization. The Busan International Film Festival should be free to make their festival they want to make and they need to make.

영화제에게 프로그램의 독립성은 무엇보다 중요합니다. 영화제를 운영하고 있는 한 사람으로서, 저는 프로그램을 구성하는 것이 얼마나 어려운 일인지 잘 알고 있습니다. 시간적인 노력이 많이 드는 일이며 스트레스 역시 굉장한 업무입니다. 그렇기 때문에 영화제가 사전에 다른 조직과 프로그램의 아이디어를 공유한다는 것은 사실상 불가능한 일입니다. 부산국제영화제는 그들이 그들이 만들고자 하며 필요하다고 생각되는 방향대로 영화제를 만들어갈 자율성이 보장되어야 합니다.

And I would like to ask the citizens of Busan to support the festival not only on behalf of the city, wonderful city of Busan, but also on behalf of the international film community. Thank you very much.

Among the issues brought out by the Busan City Government, one is that the festival must report the progress of program selection that has been selected by the programmers to the permanent executive committee. Are there any similar cases in other international film festivals?

부산시가 제기한 문제점 중 하나가 프로그래머들이 선정한 프로그램 선정 과정에 대해 영화제가 집행위원회에 보고해야 한다는 것이 있었는데 다른 국제영화제에서도 비슷한 경우가 있습니까?

Of course, I guess all festivals have to report to their board after its festival and before the new one. But this doesn’t mean that any political… intervention have to be done. We, here in Germany, we have a very specific situation that the government and the city of Berlin own the festival. And the head of the government and the head of the board is the German cultural minister. But never ever in my fourteen years, they would have interfered in our program, they would have interfered in our political issues even if we have shown - and we have - films which they didn’t like. And I know that they didn’t like. The film festival and the curator have to be independent. That’s the first thing with art.

물론, 모든 영화제가 영화제를 끝내고 다음 회를 준비하기 전에 위원회에 보고를 해야 하겠지요. 하지만 그렇다고 이것이 정치적인 개입이 있어야 한다는 뜻은 아닙니다. 베를린 영화제는 상황이 좀 특수한데요. 정부와 베를린 시가 공동으로 영화제를 소유하고 있습니다. 독일 문화부 장관이 정부와 위원회를 대신해 수장 역할을 하고 있지요. 하지만 제가 위원장으로 재직했던 지난 14년 동안 프로그램 구성에 어떠한 방해를 받은 적은 없습니다. 심지어 그들이 꺼려하는 정치적인 논란거리가 되는 영화를 상영한다고 해도 - 실제로 상영은 했었고요 – 영화제에 어떤 개입도 하지 않았죠. 물론 영화제를 좋아하지는 않았죠. 영화제와 프로그래머들의 독립성이 보장되어야 합니다. 예술을 다룰 때 지켜져야 할 우선 항목이죠.

As a fellow international film festival that has maintained a tight bond with BIFF, if this incident continues, do you have any plan of action regarding Berlin International Film Festival’s position of this matter?

베를린국제영화제는 부산국제영화제와 긴밀한 유대 관계를 유지해온 동료 국제영화제입니다. 이 사태가 지속될 경우, 베를린의 입장에서의 대처 방안은 무엇인지요?

Of course, we looked carefully what happened in Busan. Because we are so close tie over the years. We have a very very good relationship. We exchange the programs. And we have visited our festivals all the years since whole BIFF started. So, of course, we are in solidarity with the director and the committee. And we will see what turns out. And we will speak for the director and for the art. But we will wait, because I still hope that there is a solution and so the whole board and the director can go on. Hopefully this is our wish from Berlin International Film Festival.
